Ms. Frances J. Rollins: CEO
It all started with a passion! Frances J. Rollins is a Washingtonian who has a love for early childhood education. At 8 years old attending Birney Elementary School, Ms. Rollins noticed that a lot of the children were treated unfairly due to the lack of resources that were exposed to them. That sparked the flame to make her a force in early childhood education! She wanted to dedicate her life to the improvement of childhood education. Ms. Rollins started out working for DCPS to teach and train adults to become qualified early child care teachers. Ms. Rollins created the CDA Gold Standard Comprehensive Program. This program enabled individuals to continue their education in early child care after their CDA certification. This gives them the tools to constantly improve in the craft that the individuals have a passion for. Over the years, this program created strong-minded, passionate, and educated individuals who were extremely efficient in early child care. With this great program that Ms. Rollins created, it was not enough!

ABOUT
Sunshine Early Learning Center has a very rich history with humble beginnings. Sunshine started as a family business with about 10 children enrolled in the program. Later on, Ms. Rollins eventually bought a two-story building that was formally a bowling ally. In 1971, Sunshine Early Learning Center went from a single proprietorship to a corporation. Over time, Sunshine Early Learning Center grew to be the largest daycare operation east of the river, with having 200 children enrolled and 40 staff personnel dedicated to the improvement of early childhood education. Ms. Rollins created a strong comprehensive early learning development program that can help children strive in a Responsive Classroom Concept.
